(B) The above-described restricted parking spaces shall be appropriately posted.
(C) A HANDICAPPED PERSON shall be defined for purposes of this schedule as one who has lost the use of one or both legs, or of both arms, or any combination thereof, or one who is blind, deaf, or so severely disabled as to be unable to move about without the use of crutches or a wheelchair.
(D) Any person using or occupying a handicapped parking space within and regulated by the village and who is not handicapped shall be fined $25.
