(B) Controlled parking areas.
(1) Generally.
(a) The village shall no longer maintain and use parking meters and metered spaces.
(b) The downtown area of the village shall be limited to two hours of continuous parking in one space from 7:00 a.m. to 5:30 p.m. Monday through Saturday. The limitations as to the hours of parking shall not apply on Sundays and holidays.
(c) The controlled parking area shall be defined as follows:
1. On the north and south sides of Perry Street from Main Street in a direction west to Cherry Street;
2. On the east and west sides of Williams Street from Perry Street in a direction south one-half block to the alley;
3. On the east and west sides of Williams Street from Perry Street to Jackson Street;
4. On the east side of Williams Street from Jackson Street in a direction north one-half block to the alley;
5. On the north and south sides of Jackson Street from Cherry Street to Main Street; and
6. On the east and west sides of Main Street from Perry Street to Jackson Street.
(d) It shall be unlawful, during the hours and times provided for parking in the downtown area, to park and leave standing in any parking space, a motor vehicle at or after the above described two-hour period of parking limitation.
(e) Any person receiving a parking ticket for overtime parking shall be fined the sum of $25 per day. If said fine is not paid within 72 hours from the time that the ticket is issued, then the fine shall be increased to $40 and the vehicle shall be towed and stored by the village at the owner’s expense. Fines shall be paid at the offices of the Village Police Department or at the village offices.
(f) Violation of division (B)(1)(e) above shall constitute a minor misdemeanor.
(2) Parking on certain portions of Water Street and Harrison Street.
(a) Excepting on Sundays and holidays, parking shall be controlled by limiting parking to two hours of continuous parking in one space from 7:00 a.m. to 5:30 p.m. Monday through Saturday.
(b) The controlled parking areas shall be defined as follows: on the east side of Water Street from Perry Street to Jackson Street.
(c) It shall be unlawful, during the hours and times provided for parking in the controlled area, to park and leave standing in any parking space, a motor vehicle at or after the above described two-hour period of parking limitation.
(d) Any person who received a parking ticket for overtime parking shall be fined the sum of $5. If said fine is not paid within 72 hours from the time of issuance of the said parking ticket, the fine will be $20 rather than $5 and the vehicle will be towed and stored by the village at the owner’s expense. Fines shall be placed in the parking ticket envelope which envelope shall be taken to the Police Department or to the village office for payment. Any individual who is on jury duty or has been subpoenaed as a witness and receives a parking ticket may have the parking ticket voided through the appropriate court by presenting the ticket to the appropriate court and having the ticket stamped and taken to the Police Department within one business day.
(e) Violation of division (B)(2)(d) above shall constitute a minor misdemeanor.
