(A) (1) Except as provided further in this division (A), no person shall drive any truck or commercial tractor and semitrailer upon any of the following village streets:
(a) North Drive between Kay-Nora Avenue and State Route 127;
(b) Kay-Nora Avenue between Co. Rd. 144 and Garfield Avenue Extended;
(c) Walnut Street between North Drive and Garfield Avenue; and
(d) Cherry Street between North Drive and Garfield Avenue.
(2) Signs shall be clearly posted at the entrance points to the above described village streets indicating that such traffic is prohibited.
(3) Such vehicles may be driven upon these streets or portions of these streets, to load or unload merchandise, freight or material at a place contiguous to the street or part thereof, provided there is no other means of ingress to and egress from the place.
(4) Such vehicles may be driven across the above described streets or parts thereof at an intersection.
(5) The provisions of division (A)(1) above does not apply to vehicles owned or operated by the village, pick-up trucks or vans.
(6) Whoever is convicted of or pleads guilty to violating this division (A) shall be guilty of a minor misdemeanor and shall be fined not more than $100 for the first offense; and a second offense within one year after the first offense, such person is guilty of a misdemeanor of the fourth degree and shall be fined not more than $250; on each subsequent offense within one year after the first offense, such person is guilty of a misdemeanor of the third degree and shall be fined not more than $500.
(B) (1) “Through Trucks Prohibited” or other appropriately worded signs will be erected to prohibit through truck traffic in the north/south alley lying between Williams and Cherry Streets and extending from Caroline Street south to Jackson Street.
(2) Whoever is convicted of or is found guilty of a violation of this division (B) shall be guilty of a minor misdemeanor and shall be fined not more than $100 for the first such offense; whoever is convicted of or is found guilty of a second offense within one year after the first offense shall be guilty of a misdemeanor of the fourth degree and shall be imprisoned or jailed for not more than 30 days and fined not more than $250; whoever is convicted of or is found guilty of each subsequent offense after the first and second offense within one year shall be guilty of a misdemeanor of the third degree and shall be imprisoned or jailed not more than 60 days and shall be fined not more than $500.
(C) (1) Through truck traffic shall be prohibited upon West Baldwin Avenue between North Williams Street and North Walnut Street within the village.
(2) Whoever is convicted of or is found guilty of a violation of this division (C) shall be guilty of a minor misdemeanor and shall be fined not more than $100 for the first such offense; whoever is convicted of or is found guilty of a second offense within one year after the first offense shall be guilty of a misdemeanor of the fourth degree and shall be imprisoned or jailed for not more than 30 days and fined not more than $250; whoever is convicted of or is found guilty of each subsequent offense after the first and second offense within one year shall be guilty of a misdemeanor of the third degree and shall be imprisoned or jailed not more than 60 days and shall be fined not more than $500.
(D) (1) Through truck traffic shall be prohibited upon East Jackson Street between Emerald Road and the intersection of East Jackson Street and Flat Rock Drive within the village.
(2) Through truck traffic shall be prohibited upon Klingler Road between East Wayne Street and East Jackson Street within the village.
(3) Through truck traffic shall be prohibited upon Flat Rock Drive from East Jackson Street to the corporation limit within the village.
(E) (1) Through truck traffic shall be prohibited upon South Main Street between East Perry Street and East Wayne Street and shall be prohibited upon East Wayne Street between South Williams Street and South Main Street within the village.
(2) A violator this division (E) shall be deemed guilty of a minor misdemeanor and shall be fined not more than $150 for the first such offense; whoever is convicted of or is found guilty of a second offense within one year after the first offense shall be guilty of a misdemeanor of the fourth degree and shall be imprisoned or jailed for not more than 30 days and fined not more than $250; whoever is convicted of or is found guilty of each subsequent offense after the first and second offense within one year shall be guilty of a misdemeanor of the third degree and shall be imprisoned or jailed not more than 60 days and shall be fined not more than $500.
