(B) Removal of stop signs. The stop signs on various streets at specific intersections as listed below are hereby authorized to be removed:
(1) On Dix Street at Dix and Wall;
(2) On Garfield Street at Garfield and Cherry;
(3) On Wall Street at Wall and Walnut;
(4) On Garfield Street (ext.) at Garfield and Kay Nona; and
(5) On Garfield Street at Garfield and Hoover.
(C) Dooley Drive.
(1) Dooley Drive (formerly Township Road 144) at the intersection with Emerald Road shall be designated as a stop street for traffic traveling in an easterly direction, and the Council hereby designates the same and authorizes stop signs to be erected at such intersection and point. In addition, the Council authorizes and accepts at the intersection of Dooley Drive and State Route 127 the traffic signal control devices for the purpose of traffic control.
(2) The operator of any vehicle shall stop in obedience to a stop sign at an intersection or other place where a stop sign is erected and shall yield the right-of-way to all other vehicles not so obligated to stop. A driver of a vehicle proceeding on any street or other place designated in this section as a stop street or stop intersection shall come to a full stop before proceeding to cross the intersecting street or area designated in this section as the right-of-way street, road or highway and in any case shall not proceed until it is safe to do so.
(3) Any person violating this division (C) shall be guilty of a minor misdemeanor.
