§ 71.25 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALL-PURPOSE VEHICLES. Any self-propelled vehicle designed primarily for cross country travel on land and water, or on more than one type of terrain, and steered by wheels or caterpillar treads, or any combination thereof, including vehicles that operate on cushion of air, vehicles commonly known as all-terrain vehicles, all season vehicles, mini bikes and trail bikes.
   OFF-ROAD MOTORCYCLES. Every motorcycle that is designed to be operated primarily on lands other than a street or highway.
   OPERATOR. Any person who operates or is in actual physical control of a snowmobile, off-highway motorcycle, or all-purpose vehicle.
   OWNER. Any person, firm or corporation, other than lienholder or dealer, having title to a snowmobile, off-highway motorcycle or all-purpose vehicle, or other right to the possession thereof.
   PRIVATE PROPERTY. All land located within the corporation limits of the village, that is not owned by the village, or dedicated to the public use.
   PUBLIC THOROUGHFARE. The entire width between the boundary lines of any highway, road, street, avenue, alley, public place or public driveway within the corporation limits, and subject to the jurisdiction of the village.
   SNOWMOBILE. Any self-propelled vehicle designated primarily for use on snow or ice and steered by skis, runners or caterpillar treads.
