§ 52.26 BUILDING SEWERS AND CONNECTIONS.
   (A)   Prohibition. No unauthorized person shall uncover, use, alter, disturb, make any connections to or openings into, or otherwise use any village sewer or its appurtenances, without first obtaining a written permit or authorization from the Superintendent.
   (B)   Registration required. No person, firm or corporation shall act or engage in the business of building sewer construction, repair, removal, alteration or demolition for others within the village unless such person, firm or corporation shall have received a certificate of registration therefore. Such requirement shall pertain to building sewers outside the corporate limits if the building sewers are connected to the village sewage system and/or the sewage from the building sewer is to be in some manner treated by the village’s sewage system. However, the owner-occupant of a dwelling may carry on any of the work governed by this subchapter without such certificate or registration, provided that such owner shall obtain a permit for any such work and shall call for inspection as provided herein.
   (C)   Certificate of registration. The Village Administrator shall issue the certificate of registration only after sufficient evidence is presented by the applicant to qualify him or her for the certificate. The Village Council, upon recommendation by the Village Administrator, shall have the power to suspend or revoke any certificate of registration for violations of these rules and regulations after a public hearing has been held for such action.
   (D)   Registration fee. Any applicant for a new registration certificate shall pay a fee of ____ to the village which certificate shall be in effect until the end of the calendar year. Any holder of a current registration certificate shall, upon payment of _____ be issued a renewal thereof, provided however that the registrant applies and pays the renewal fee on or before January 10. Failure to do this shall cause the forfeiture of the existing certificate of registration and such holder shall be forbidden to perform any work governed by these rules and regulations until a renewal certificate is issued.
   (E)   Permit required. A sewer permit shall be required of all property owners for residential and commercial service, and for service to establishments producing industrial wastes. In any case, the owner or his or her agent shall make application on a form furnished by the village. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgement of the Superintendent. A permit and inspection fee of $15 for each residential, commercial or any industrial builder shall be paid the Superintendent at the time the application is filed. For service to properties outside the corporation limits, the permit and inspection fee is $20. In addition to the permit and inspection fee, the applicable tap fee for service inside and/or outside the corporation limits, shall be charged.
   (F)   Inspection. Employees of the village shall make an inspection within 24 hours after notice is given to the Utilities Office (399-4011) that the installation is ready for inspection, unless such inspection would fall on a Saturday, Sunday or a holiday. In such an event, the inspection may have to be conducted on the next regular working day from Monday through Friday following that Saturday, Sunday or holiday.
   (G)   Costs and expense. All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
   (H)   Building sewer service line.
      (1)   A separate and independent building sewer service line shall be provided for every building whose foundation wall is less than 200 feet from the nearest boundary of the right-of-way within which the trunk line sewer is located. However, upon the written consent of the Village Administrator and a motion concurred to by a majority of Council, two buildings may use the same sewer as follows.
         (a)   Where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and both buildings may be served from the same building sewer. Each building shall be considered a separate sewer connection and subject to the appropriate applicable charges and separately charged.
         (b)   Subject to prior approval of the Superintendent, a common building sewer may be used for sewage discharge from two adjacent buildings where inadequate right-of-way is available. In such an event separate permits and fees shall be required for each building.
         (c)   Other exceptions will be reviewed on an individual case.
      (2)   Before such permission is granted, an agreement running with the land establishing the relationship between the properties must be shown to the Administrator and Council.
   (I)   Old building sewers. Old building sewers may be used for new buildings only when same has been determined by the Superintendent by means of actual examination and tests, to conform to village’s specifications as to adequacy, condition and the like.
   (J)   Approval. All sewer pipe and accessory materials and the installation of same shall be approved by the Superintendent and shall conform to any applicable Plumbing Code.
   (K)   Size of pipe. The size of the building sewer pipe shall be subject to the approval of the Superintendent, but in no event shall the nominal inside diameter be less than four inches. Where a common building sewer is used to serve more than one building, and for building sewers used for commercial or industrial purposes, the nominal inside pipe diameter shall be specified by the Superintendent but same shall not be less than six inches nominal inside diameter.
   (L)   Building sewer for family dwellings.
      (1)   The building sewer for a one-, two- or three-family dwelling shall be at least four inches nominal inside diameter. The building sewer for all commercial, industrial or institutional user shall be at least six inches nominal inside diameter. The building sewer shall be connected to the building drain by using a flexible neoprene coupling with stainless steel clamps or a solid watertight connector. A building sewer shall be laid in undisturbed earth using premium joint pipe as listed.
      (2)   Cleanouts shall be installed as follows:
         (a)   One within ten feet from the building;
         (b)   One every 100 feet of length to the sanitary sewer, or, at any change in direction greater than 45 degrees; and
         (c)   One in the street right-of-way, the location of which shall be determined by the village.
   (M)   Ground surface. The cleanout shall extend to the ground surface. A removable waterproof cap shall be placed at the top of the cleanout.
   (N)   Materials. The building sewer shall be constructed of one of the following:
      (1)   Cast iron pipe with lead and caulked joints (ES-188-61);
      (2)   Cast iron pipe no/hub using neoprene gasket and stainless steel band (CISPS 301-64);
      (3)   Vitrified clay sewer pipe conforming to ASTM-700. Joints shall meet ASTM-C425, type III using wedgeloc “O” Rings;
      (4)   Aerylonitrite-Butadiene-Styrene (ABS) “extra strength” wall plastic drain pipe meeting ASTM-D2680 material specifications;
      (5)    Polyvinyl Chloride (PVC) meeting ASTM-3034 specifications (Schedule 20 thin wall pipe); and
      (6)   Plastic pipe meeting Schedule 40-Pressure Pipe and National Sanitation Foundation (NSF) approval.
   (O)   Joints. Joints for the building sewer pipe shall be the type that are approved and in accordance with the latest ASTM specification that pertain to the type of material of which the building is constructed. All joints between piping of different materials shall be made with either flexible neoprene couplings with stainless steel clamps or a solid water tight connector. All joints shall be gastight and watertight.
   (P)   Bedding. Bedding is required for the installation of the complete building sewer and shall be put in according to ASTM specification D 2321-72 using #6 or #67 granular material to at least the spring line of the pipe. The pipe shall be laid on at least four inches of the granular material. Where necessary, bell holes shall be shaped in the granular material.
   (Q)   Backfill. When backfilling the trench with excavated material, the material should first be put in by hand do a point at least six inches above the pipe. Care should be taken to use as much fine material as possible. If the remainder of the excavated material is backfilled with equipment, the operation should be at an angle to the trench with the material being put in gradually.
   (R)   Inspection and cleanout riser in street right-of-way.
      (1)   In the building sewer that connects to village’s trunk line sewer, the property owner shall install at his or her expense and adjacent to the property line, (the location of which shall be determined by the Superintendent) a vertical six-inch riser for inspection and cleanout purposes. The building sewer extending between this riser to the “Y” branch installed at trunk line sewer, shall be not less than six inches nominal inside diameter.
      (2)   At the point on the building sewer, where the riser is to extend up to the finished grade level, there shall be installed a standard “Y” branch with the branch to slope downstream with the building sewer. The barrel of the “Y” shall be not less than six inches nominal inside diameter.
      (3)   There shall be installed in the six-inch riser pipe, at the point of the riser connection to the “Y” branch a suitable six inch curved fitting that will result in a continuous smooth curve from the bottom of the riser through the “Y” branch and extending through the six-inch building sewer to the “Y” branch connection at the trunk line sewer.
      (4)   The length of the six-inch riser shall be such so that when fitted with a suitable fitting and cap, the top of the cap will be flush with the finished grade line.
      (5)   The upstream six-inch diameter end of the riser “Y” branch barrel, shall be connected to the building sewer of not less than four inches diameter, using a reducer if required.
      (6)   No backfilling of the building sewer, cleanout riser and appurtenances shall be made until installation has been inspected and approved by the Superintendent. The backfilling and its method shall also be inspected and approved by the Superintendent.
      (7)   The entire riser installation shall be considered as part of the building sewer and its connection to the trunk line sewer. Its entire cost installed with related appurtenances shall be paid for by the property owner.
      (8)   If a property owner does not have an approved inspection and cleanout riser and has to have his or her existing building sewer excavated at a location where an inspection and cleanout riser would be permitted, the property owner must have am inspection and cleanout riser installed at his or her expense.
      (9)   The installation of the riser shall be as close as possible to the trunk line sewer.
   (S)   Uniform grade. The building sewer shall be laid at uniform grade in straight alignment in so far as possible. Changes in direction shall be made only with properly curved pipe and fittings.
   (T)   Slope.
      (1)   The slope for a four inch sewer, wherever practical, shall be one-fourth inch per foot. This means that in 100 lineal feet of building sewer the difference in elevation should be 25 inches. The slope must not be less than one-eighths inch per foot or 12.5 inches per 100 feet.
      (2)   The slope for a six-inch sewer must not be less than one-eighths inch per foot or 12.5 inches per 100 feet.
      (3)   The slope of the building sewer shall be subject to the approval of the inspector.
   (U)   Elevation. Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor.
   (V)   Depth. The building sewer shall extend to the building at a depth that will provide adequate protection from freezing. In order to prevent weakening of foundation walls, no building sewer shall be laid parallel to and within three feet of any load bearing wall.
   (W)   Excavations. All excavations required for the installation of building sewer shall be open trench work unless otherwise approved by the Superintendent. Pipe laying and backfill shall be performed in accordance with ASTM specifications except that no backfill shall be placed until the work has been inspected. The inside of every sewer after it is laid must be left smooth and clean throughout its entire length, and be true to line and grade.
   (X)   Lifted. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drains shall be lifted by approved artificial means and discharged to the building sewer. No water operated sewage ejector shall be used.
   (Y)   Where connection made. The connection of the building sewer into the public sewer shall be made at the “Y” or “T” branch designated for that property if such branch is available at a suitable location. Any connection not made at the designated “Y” or “T” branch in the main sewer shall be made only as directed by the inspector.
   (Z)   New connection. Any new connection of the building sewer to the public sewer shall be made by means of a “Y” branch, not a tee.
   (AA)   Connection. The connection of the building sewer into the public sewer shall be made at the “Y” branch, if such branch is available at a suitable location. If the public sewer is eight inches in diameter or less, and no properly located “Y” branch is available, the owner shall at his or her expense install a “Y” branch in the public sewer at the location approved by the Superintendent. Where the public sewer is greater than eight inches in diameter, and no properly located “Y” branch is available, a neat hole may be cut into the public sewer with a compatible saddle installed at the owner’s expense to receive the lateral, with entry in the downstream direction at an angle. The invert of the lateral at the point of connection shall be at an elevation at least one-half the pipe diameter of the public sewer above the invert of said sewer. A smooth, neat joint shall be made, and the connection made secure and watertight by encasement in concrete.
   (BB)   Notification. The applicant for the building sewer shall notify the said inspector when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the said inspector or his or her representative.
   (CC)   Barricades. All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in manner satisfactory to the said municipality.
   (DD)   Municipality liability. The municipality shall in no event be held responsible for claim made against it by reason of the breaking of any mains or service pipes, or by reason of any other interruption of the service caused by the breaking of machinery or stoppage for necessary repairs; and no person shall be entitled to damages nor have any portion of a payment refunded for any interruption.
   (EE)   Clear water connections. No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer. Any existing clear water connections, i.e., downspouts to separate sanitary sewers shall be eliminated within 30 days of receipt of notice from the Village Administrator.
   (FF)   Inspection; reasonable hours. The premises receiving sanitary sewer services shall at all reasonable hours be subject to inspection by duly authorized personnel of the municipality.
   (GG)   Test. The sewer, drain, building sewer, or connection thereto, at the Superintendent’s request, may be subject to a test in the presence of the Superintendent. A water test shall be made as follows. The building sewer, or a portion thereof, shall be tested by inserting a test plug at the point of connection of building sewer with the public sewer and the building sewer filled so as to produce a suitable head of water. The water shall be kept in the building sewer, or in that portion under test, for at least 15 minutes before inspection starts; the building sewer shall then be watertight at all points. An air test may be applied in lieu of a water test upon acquiring prior approval from the Superintendent. The final results of the air test shall be such so as to produce a tight system equivalent to that produced under the water test.
