§ 52.03 ESTABLISHING A MONTHLY FEE FOR PAYMENT OF DEBT SERVICE EXPENSES.
   (A)   For the purposes of the assessment of fees for the village’s sewer capital improvement (SCI) and water capital improvement (WCI) charges, a user shall be defined as follows:
      USER. The owner and/or occupier of each residential unit and business unit being provided water service by the village. This definition shall explicitly include property owners of any lot within the village as a USER. Each individual lot within the village shall be counted as a USER for purposes of this section so long as the lot has a sewer tap installed. Limitation: only one monthly sewer capital improvement fee shall be collected per residential unit or business unit per month, regardless of new ownership or occupation within that month. For purposes of determining against whom the administrative fees shall be assessed in the case of new ownership or occupation, the owner as of the first day of each month and/or the first occupier of unit in the month shall be assessed the monthly sewer capital improvement fee.
   (B)   Commencing on January 1, 2013, all users of the village’s sewer system shall pay a fee in the amount of $5 per month in order to ensure that the village has sufficient funds available to make debt service payments on loans relating to the village’s sewer separation project.
   (C)   Commencing on January 1, 2014, all users of the village’s sewer system shall pay an additional fee in the amount of $4 per month, thereby increasing each user’s monthly fee to $9, in order to ensure that the village has sufficient funds available to make debt service payments on loans relating to the village’s sewer separation project.
   (D)   Commencing on January 1, 2015, all users of the village’s sewer system shall pay an additional fee in the amount of $3 per month, thereby increasing each user’s monthly fee to $12, in order to ensure that the village has sufficient funds available to make debt service payments on loans relating to the village’s sewer separation project.
   (E)   Commencing on January 1, 2016, all users of the village’s sewer system shall pay an additional fee in the amount of $3 per month, thereby increasing each user’s monthly fee to $15, in order to ensure that the village has sufficient funds available to make debt service payments on loans relating to the village’s sewer separation project.
   (F)   Commencing on July 1, 2016, all users of the village’s sewer system shall pay an additional fee in the amount of $3 per month, thereby increasing each user’s monthly fee to $18, in order to ensure that the village has sufficient funds available to make debt service payments on loans relating to the village’s sewer separation project.
   (G)   Commencing on September 1, 2020, all users of the village’s sewer system shall pay a user fee in the total amount of $25.25, in order to ensure that the village has sufficient funds available to make debt service payments on loans related to the village’s sewer separation project.
   (H)   The monthly fees created in divisions (B), (C), (D), (E), (F) and (G) above shall be paid by all users of the village’s sewer system in addition to any and all other charges which they pay for usage of the village’s sewer system.
   (I)   The fees collected pursuant to this section shall be paid to the village’s Sewer Capital Improvement Fund.
