§ 51.15 DEBT SERVICE FEE.
   (A)   (1)   A USER OF THE VILLAGE’S WATER SYSTEM shall be and hereby is defined as the owner and/or occupier of each residential unit and business unit being provided water service by the village. This definition shall explicitly include property owners of any lot within the village as a user. Each individual lot within the village shall be counted as a user for purposes of this section so long as the lot has a water tap installed.
      (2)   Limitation: only one monthly water capital improvement fee shall be collected per residential unit or business unit per month, regardless of new ownership or occupation within that month. For purposes of determining against whom the administrative fees shall be assessed in the case of new ownership or occupation, the owner as of the first day of each month and/or the first occupier of unit in the month shall be assessed the monthly water capital improvement fee.
   (B)   Commencing on September 1, 2020, all users of the village’s water system as herein defined shall pay a fee in the amount of $15.50 per month as and for monthly water capital improvement fee in order to ensure that sufficient funds will be available to the village for payment of the costs associated with the construction of village water treatment plant.
   (C)   The monthly fee created in division (B) above shall be paid by all users of the village’s water system in addition to any and all other charges which they pay for usage of the village’s water system.
   (D)   The fees collected pursuant to this section shall be paid in to the village’s Water Capital Improvement Fund.
