§ 51.03 CAPACITY CHARGES; BULK WATER PURCHASES.
   (A)   The capacity charge may be based on the meter size and not the service line size.
   (B)   When a meter size is changed the capacity charge is based on the meter size. The capacity charge should be based on the size of the new meter for a period of at least one year from the date of the change. If a property owner requests a meter change to a larger size, he or she only pays the cost difference of the smaller meter to the larger meter. If the property owner requests a smaller size meter, he or she pays for the entire cost of the smaller meter and is not reimbursed for the cost of the larger meter. In either case, the meter removed remains the property of the village.
   (C)   Water sold in bulk to tank trucks or similar vehicles or equipment shall be charged at a rate of $3 per thousand gallons instead of the present $2.75 per thousand gallons.
