(A) After a contract for the collection, transportation and disposal of solid waste has been entered into between the village and the contractor, no person other than the contractor shall collect, transport or dispose of solid waste within the village.
(B) The two exceptions to this shall be the collection, transportation and disposal of solid waste from:
(1) Multi-dwelling units containing three or more households; and
(2) Commercial establishments.
