§ 50.01 STANDARDS FOR ESTABLISHING A MONTHLY ADMINISTRATIVE FEE FOR SOLID WASTE COLLECTION.
   (A)   A USER of the village’s solid waste collection service shall be and hereby is defined as the owner and/or occupier of each residential unit and business unit being provided solid waste collection service by the village. Limitation: only one administrative fee shall be collected per residential unit or business unit per month, regardless of new ownership or occupation within that month. For purposes of determining against whom the administrative fees shall be assessed in the case of new ownership or occupation, the owner as of the first day of each month and/or the first occupier of unit in the month shall be assessed the administrative fees.
   (B)   Commencing on July 1, 2019, all users of the village’s solid waste collection service shall pay a fee in the amount of $1.71 per month as and for administrative fees in order to ensure that sufficient funds will be available to the village for payment of the costs associated with the administration of the solid waste collection service for the village. This fee may be increased on an annual basis at a rate of no more than 3%.
   (C)   The monthly fee created in division (B) above shall be paid by all users of the village’s solid waste collection service in addition to any and all other charges which they pay for usage of the village’s solid waste collection service.
   (D)   The fees collected pursuant to this section shall be paid into the village’s General Fund.
   (E)   Users may suspend collection of solid waste only if the residential unit or business unit is unoccupied for an entire month. Further, to be eligible to suspend solid waste collection services, the user must also suspend sewer and water services to the unit. Such request must be made in writing more than 21 days in advance of the requested suspension date and must state the requested period of suspension, as well as state compliance with the other provisions of this section. There will be no partial month proration of service nor of the fees for collection service.
