§ 51.022 LATERAL SEWERS.
   (A)   (1)   The Town Council shall require the owner to install, at his or her expense, that portion of the service from the main to the house, building or property.
      (2)   The Municipal Utilities is responsible for maintenance of the main sewer lines only. Property owners are responsible for sewer lines from the sewer tap to the point of destination at the dwelling.
   (B)   All costs and expenses incidental to the installation and connection of the lateral sewer shall be borne by the owner. The owner or the person installing the building sewer for said owner shall indemnify the town from any loss or damage that may directly or indirectly be occasioned by said installation.
   (C)   A separate and independent lateral sewer shall be provided for each building, except where otherwise permitted by the Town Council.
   (D)   Old lateral sewers may be used in connection with new buildings only when they are found on examination and test by the Superintendent to meet all requirements of this chapter.
   (E)   (1)   The size and slope of lateral sewers shall be subject to the approval of the Superintendent, but in no event shall the diameter be less than four inches for single-family or duplex residential units and not less than six inches for all other uses. The slope of such four-inch pipes shall not be less than one-fourth inch per foot or of sufficient slope to maintain two feet per second velocity in the sewer.
      (2)   In cases where there is very little fall in a customer’s sewer line in regards to the utility main sewer line and in low-lying areas, it is the responsibility of the owner to install, at no expense to the Utility, a one-way flow-check valve at a point in his or her sewer line to protect his or her property.
   (F)   No lateral sewer shall be laid parallel to or within three feet of any bearing wall which might thereby be weakened. The depth shall be sufficient to afford protection from frost. The lateral sewer shall be laid at a uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipes and fittings.
