The Parks and Recreation Board shall have advisory powers only. The Town Council shall retain all executive authority and supervisory power over the parks, recreation facilities and recreation programs. However, the Advisory Board shall be charged with making recommendations to the Town Council on any and all matters relating to the operation of parks, recreation and recreation facilities. In so doing, the Advisory Board, or members thereof, shall have the right to discuss all business related to parks and recreation with town employees, review records related to the same, hear complaints from citizens and make recommendations thereon to the appropriate town authorities.
