§ 54.02 DECLARATION OF NEED.
   Upon determining that the Patriot Municipal Water Utility is in imminent danger of a shortage of water or is experiencing a shortage of water, the Town Council, upon advice from the Patriot Municipal Water Utility, shall declare a water conservation emergency and shall establish appropriate customer conservation measures and the duration thereof.
