§ 52.17 EFFECTIVE DATES.
   (A)   The rates and charges as herein set forth shall become effective on the first full billing period occurring after the adoption of this chapter.
   (B)   The sewer charges fixed by this chapter shall become effective at the time the user first discharges into the sewage system after the passage of this chapter.
