(A) For the use of and the service rendered by said sewage utility, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the town sanitary system or otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sanitary sewage system of the town.
(B) Such rates and charges include user charges, debt service costs, excessive strength surcharges and other service charges, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as follows:
(1) Schedule of minimum monthly bill for a 5/8-inch meter.

(3) Schedule of rates and charges.
(a) All users with a 5/8-inch meter. The minimum charge shall be $16.11 for the first 2,300 gallons per month. For all usage in excess of 2,300 gallons per month, the charge shall be $6.74 per 1,000 gallons.
(b) All users with larger than 5/8-inch meters. The minimum charge shall be in accordance with the prescribed schedule. For all usage in excess of the minimum allowance, the charge shall be $6.74 per 1,000 gallons.
(c) Usage in excess of the minimum. The charge for usage in excess of the minimum shall be $15.
(C) All users shall be required to have a meter.
