(A) (1) Any industrial wastes discharged into the public sewers shall be subject to periodic inspection and determination of volume, character and concentration. The examination shall be made as often as the Superintendent deems it necessary and may include the use of suitable continuously monitoring instruments in appropriate cases.
(2) Samples shall be collected either manually or by approved mechanical devises and in such a manner so as to be representative of the overall composition of the wastes. Every care shall be exercised in collecting the samples to ensure their preservation until analyzed, and in a state comparable to that at the time the samples were collected.
(B) (1) The installation, operation and maintenance of the flow measuring and sampling facilities shall be the responsibility of the person discharging the wastes and shall be subject to the approval of the Superintendent.
(2) When required by the Superintendent, the owner of any property served by a lateral sewer carrying industrial wastes shall install a suitable control manhole in the lateral sewer to facilitate observation, sampling and measurement of the wastes. Such manhole, when required, shall be constructed in accordance with plans approved by the Superintendent. The manhole shall be installed by the owner at his or her expense and shall be maintained by him or her so as to be safe and accessible at all times.
