Subdivisions that contain more than ten lots may be divided into phases provided that the following criteria are met.
(A) Each phase shall contain a minimum of ten lots or at least 25% of the total number of lots proposed within a development.
(B) A phasing plan showing the phases of development must be approved as part of the preliminary plat.
(C) Road construction, water supply, stormwater management, erosion and sedimentation control, and other required improvements in each phase, and previously approved phases, shall be sufficient to serve or handle all of the development within that phase.
