No street shall be recommended for acceptance for maintenance by the State Board of Transportation nor shall any permit be issued by any administrative agent of the county for the construction of any building or other improvement requiring a permit, upon any land concerning which a plat is required to be approved, unless and until the requirements set forth in this chapter have been complied with and the same approved by the Planning Board and Board of County Commissioners.
