On and after April 17, 1989, these regulations shall govern each and every subdivision of land within the county as provided in G.S. Ch. 153A, Art. 18, except those lands lying within the subdivision regulation jurisdiction of any municipality, unless such municipality shall have by resolution formally requested the county to enforce these regulations within the city’s area of jurisdiction.
