§ 154.07 DESIGN STANDARDS FOR RENTAL COMMUNITIES.
   (A)   Interior drives and walkways. All new manufactured home spaces must abut upon a paved road that is built to meet the DOT road standards. Roads with right-of-way less than 45 feet in width shall not be permitted. All interior streets, drives, walkways and parking spaces within the community shall be constructed and maintained by the owner.
   (B)   Street signs and street names.
      (1)   The county will install and maintain street signs at the expense of the developer. The developer shall be required to have street signs installed at the intersections of all interior streets or drives and on those named private drives within the development. Signs will be in accordance with the specifications as determined by the Board of Commissioners.
      (2)   Street names for all manufactured home rental communities shall be subject to approval of the Planning Board. New street names shall not duplicate or be similar to existing street names and existing street names shall be projected wherever possible.
   (C)   Off-drive parking.
      (1)   Parking at a ratio of two cars per manufactured home shall be provided off street on a paved parking space of 20 feet by 20 feet which shall not be located on an existing or future state right-of-way and which shall be connected to the street by a driveway which is a minimum of ten feet wide. Concrete or asphalt may be used to construct parking spaces.
      (2)   If concrete is used, it must be installed at least four inches thick with 3,000 psi concrete. Stricter standards may be required by the County Building Inspector.
      (3)   If asphalt is used to construct parking spaces, the following combination of base course and pavement surface may be used:

   (D)   Required manufactured home space area.
      (1)   Every lot shall front or abut on a public street. Each lot must have a minimum road or street frontage of 50 feet and a minimum width of 100 feet at the building setback line for lots with septic tanks and a minimum width of 80 feet at the building setback line for lots that are served by a sewage system that is owned or operated by the county or a municipality.
      (2)   Manufactured home spaces served by a community water system and by a sewer system that is owned or operated by the county or a municipality shall have a minimum lot size of 10,500 square feet.
      (3)   Manufactured home spaces served by a community water system and by septic tanks shall have a minimum lot size of 15,000 square feet of usable area. The actual size of the lot shall be determined by the District Health Department. The minimum building setback from the property line shall be as follows:

   (E)   Recreation, parks and open space provision.
      (1)   Every person or corporation who develops a manufactured home rental community consisting of 25 or more spaces shall be required to reserve a portion of the land for the purpose of park, recreation and open space sites.
      (2)   The minimum amount of land that shall be reserved for recreation, park or open space in all manufactured home rental communities with any lot sizes less than 25,000 square feet shall be at least one-half acre for each 25 homes within a manufactured home rental community or 5% of the gross acreage, whichever is greatest. If the size of all lots within the manufactured home rental community are 25,000 square feet or greater, no recreation area will be required. The recreation, park or open space area must be maintained by the developer.
      (3)   CAMA (Coastal Area Management Act) wetlands (as defined in North Carolina Administrative Code and as interpreted by the Division of Coastal Management 7K.0101) may not be used to satisfy the open space requirement.
   (F)   Fire protection. Fire hydrants are to be installed every 1,000 feet apart, or no further than 500 feet from any lot in the manufactured home rental community.
   (G)   Drainage. The new park shall be located on a well-drained and properly graded site. Necessary site drainage improvements as approved by the District Health Department shall be provided.
   (H)   Water supply.
      (1)   Manufactured home rental community developers who are developing new lots shall construct a water system that complies with the standards and specifications of the public water system with jurisdiction and connect it to the system serving the area in which the park is located.
      (2)   If the owner is developing a manufactured home rental community within the service area of the county water system, the subdivides shall construct a water system and connect it to the system owned and operated by the county, subject to the following conditions:
         (a)   Construction plans for the proposed system shall be prepared by a registered engineer, materials and construction to be in accordance with the specifications for the county water system, as prepared by the County Water Superintendent, and submitted with the plat for approval to the Planning Board, County Water Superintendent and the appropriate state agencies;
         (b)   The cost of the construction, connection and approval of the subdivision water system shall be paid by the subdivides; and
         (c)   All water mains, laterals, meter box and easements shall be dedicated to the public water system. Water lines shall be installed on the street right-of-way where possible.
      (3)   The county may require installation of certain oversized facilities such as water mains in excess of eight inches in diameter when it is in the interest of future development. The county shall pay for that portion of the improvement which exceeds the standards set forth in this subchapter.
   (I)   Individual water lateral pipes and connections.
      (1)   Individual water and lateral pipes shall be provided and located within the confined area of the manufactured home stand at a point where the connections will approximate a vehicle position. An approved underground valve box with a three-fourths inch cut-off at the box shall be provided and installed for connection of the water service to the manufactured home.
      (2)   The sewer lateral/building drain shall be provided with a cleanout and installed in a two-foot by two-foot concrete pad within the confined area of the manufactured home stand.
   (J)   Manufactured home stands and anchors. Each manufactured home space shall be improved to provide an adequate foundation for the placement and anchoring of the manufactured home as follows.
      (1)   All manufactured homes shall be anchored in a manner approved by the state regulations for North Carolina manufactured homes, as from time to time amended, published by State Department of Insurance.
      (2)   All manufactured homes shall have front and back steps, of single unit construction and permanent in nature. The owner of the manufactured home shall be responsible for providing steps.
      (3)   (a)   Skirts must be installed on all manufactured homes within 30 days after receiving electricity.
         (b)   Skirting material must be noncombustible and corrosive resistant. Skirting must extend from the bottom of the unit to the ground with one access door measuring not less than 18 inches by 24 inches, this door must be removable without the use of tools.
      (4)   The crawl space shall be ventilated according to Department of Insurance manufactured home regulations.
      (5)   Each new manufactured home rental community and any additions thenceforth shall meet the current North Carolina Electric Code. All utilities must be placed underground.
   (L)   Service, administrative and other buildings. One manufactured home within the community may be used as an administrative office. Other administrative and service buildings housing sanitation and laundry facilities or any other facilities shall comply with all applicable ordinances, codes and statutes regarding buildings, electrical installations, plumbing and sanitation systems.
   (M) Lighting. All interior streets within the community shall be lighted at night with electric lamps. Lamps should be of sufficient wattage and distance to provide adequate lighting of interior streets. Poles 25 feet in height, no more than 250 feet apart using 175 watt bulbs, shall be the minimum lighting standard.
   (N)   Buffer zones.
      (1)   A buffer strip at least ten feet wide adjacent to each exterior property line shall be densely planted and maintained.
      (2)   Plant species must be of sufficient growth capability and maturity that within three years of planting, the plants will grow to a minimum height of five feet. Acceptable plant species include the following:
         (a)   Wax myrtle;
         (b)   Autumn olive;
         (c)   Photinia;
         (d)   Euonymus; and
         (e)   Leyland cypress.
      (2)   The building of structures in the buffer zone is prohibited.
   (O)   Nonresidential purposes. No part of any new manufactured home rental community may be used for nonresidential purposes that may create any unusual noises, odors, pollution or other offensive matters that are not associated with residential living.
