The Legislature of the State of North Carolina has, in G.S. Ch. 143, Art. 21, Pt. 6; G.S. Ch. 153A Art. 18, Pts. 3 and 4; and G.S. Ch. 153A, Art. 6, Pt. 121, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry. Therefore, the Board of Commissioners does ordain as follows:
