(A) The purpose of this subchapter is to regulate and guide residential developments of multi-family dwelling units in the county.
(B) This subchapter is enacted to promote the public health, safety and general welfare of the citizens of the county and is designed to accomplish the following specific objectives:
(1) To further the orderly layout of the above-mentioned developments;
(2) To secure safety from fire, panic and other dangers; and
(3) To assure facilities for transportation, parking, safe water supply, sewer and solid waste disposal are provided to residents and users of these developments.
