On and after January 1, 1978, no person, firm or corporation licensed under this chapter may for a consideration install, alter or restore any insulation or other materials or energy utilization equipment designed or intended to meet the state’s building code requirements for insulation and energy utilization without first securing a permit from the Assistant Tax Supervisor for each item of work. There shall be a permit fee of $15 for each permit issued.
