§ 7 POWERS, DUTIES AND COMPENSATION OF OFFICERS.

The powers, duties and compensation of all officers shall be established by ordinance. But the compensation pertaining to any office shall not be increased or diminished so as to effect any officer subsequent to his election or appointment and during the term for which he was elected or appointed.
