For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CUT or EXCAVATION. A portion of land surface or area from which earth has been removed or will be removed; the depth below original ground surface; to unearth.
EROSION AND SEDIMENT CONTROL. A system of structural and vegetative measures that minimize soil erosion and off-site sedimentation.
FILL. A human-made deposit of soil, rock, or other material which shall be approved by the Building Inspector.
FINISHED GRADE. The final grade or elevation of the ground surface conforming to the proposed design.
GRADING. Causing disturbance to the earth by stripping, cutting, filling, stockpiling, grubbing, or root mat or topsoil disturbance, or any combination thereof, and includes the land in its cut or filled condition.
GRADING PERMIT. A permit issued to authorize work performed under this article.
MULCHING. The application of plant or other suitable materials on the soil surface to conserve moisture, hold soil in place, and aid in establishing plant cover.
STRIPPING. Any activity which removes or significantly disturbs the vegetative surface cover, including clearing and grubbing operations.
