Whoever violates any provision or section of this article for which no penalty is specifically provided, or fails to comply with any of the requirements hereof, shall be guilty of a misdemeanor and shall be fined not less than $100 nor more than $500. Each day that a violation is permitted to or continues to exist shall be deemed a separate offense.
