§ 1709.02 SCHEDULE FOR PERMIT FEES AND PENALTIES.
   (a)   Individuals with construction costs of $1,000 and more shall pay a $45 application fee. Individuals with construction costs of $999.99 and less shall pay a $20 application fee. Any applicant performing general maintenance improvements to an existing structure shall obtain a building permit, but shall only pay a $5 processing fee. The costs of building permits will be the same for both residential and commercial properties.
   (b)   If an applicant has been issued a building permit and they are unable to complete the project within one year or by its expiration date, the applicant can file for a one-time extension of one year by paying an extension fee of $5.
   (c)   Any individual erecting an outbuilding on property that they do not own, the applicant and property owner must sign the building permit application. There shall be regulations on these types of permits, which require that the outbuildings not be more than 10' x 10', no more than one story high, and not on a permanent foundation.
   (d)   Individuals may install a fence around their garden without obtaining a building permit, as long as the fence is temporary.
   (e)   Church groups, non-profit organizations, civic organizations, and government agencies will be required to apply for a building permit, but will only have to pay a processing fee of $2.
