§ 1141.02 PURPOSE AND APPLICABILITY.
   (a)   The purpose of this section is to provide additional and alternative methods and processes to enforce the provisions of the codified ordinances of the city regarding exterior sanitation and common nuisances related to property located within the city in a fair, speedy, and inexpensive manner, and to improve compliance with such provisions. To the extent that this article conflicts with an existing ordinance identified below, this Article 1141 shall be controlling.
   (b)   This section shall be in addition to those methods and processes otherwise contained in the codified ordinances of the city and shall be applied at the discretion of the enforcement officer enforcing the provisions of this section.
   (c)   This section shall apply to the following exterior sanitation and common nuisance violations contained in the codified ordinances of the city:
      (1)   Prohibited nuisances (City Code § 1111.02 );
      (2)   Maintenance of premises (City Code § 1111.03 );
      (3)   Violations and penalties for Building Code (City Code § 1101.03 ); and
      (4)   Public health concerns.
   (d)   Any and all planning, building, and law enforcement officers shall have authority to enforce the provisions of this section and shall be referred to herein collectively as enforcement officials.
