(a) After issuing a building permit as provided by the Code, the Code Enforcement Officer shall cause inspections to be conducted from time to time during and upon completion of the work for which a permit has been issued. A record of all such examinations and inspections and of all violations of this Code shall be maintained by the Code Enforcement Officer.
(b) For on-site inspection, from time to time by the Code Enforcement Officer or City Engineer, upon notification from the permit holder or his or her agent, shall make or cause to be made any necessary inspections and shall either approve that portion of the construction as completed or shall notify the permit holder or his or her agent wherein the same fails to comply with this Code.
(1) Foundation inspection. Commonly made after poles or piers are set or trenches or basement areas are excavated and forms erected and any required reinforcing steel is in place and prior to the placing of concrete. The foundation inspection shall include excavations for thickened slabs intended for the support of bearing walls, partitions, structural supports, or equipment and special requirements for wood foundations.
(2) Plumbing, mechanical, electrical, and framing. Rough inspection commonly made prior to covering or concealment, before fixtures are set.
(3) Other inspections. In addition to the called inspections above, the Code Enforcement Officer may make or require any other inspections to ascertain compliance with this Code and other laws enforced by the Building Commission.
(4) Final inspection. Commonly made after the building is completed and ready for occupancy. A certificate of occupancy must be obtained after final inspection, and is required before occupancy of the building can be permitted.
(5) Fee schedule. The fees for plan examination, building permit, and inspections shall be approved by City Council, and the Building Official is authorized to prescribe a schedule of unit rates for inspection of buildings and structures of all use groups and types of construction, to be approved by City Council.
