§ 945.03 FEES, RATES AND CHARGES.
   (a)   In order to provide a Division of Sanitation for the city on a self-supporting basis and to finance the operation thereof, there shall be, and there is hereby established a schedule of fees, rates, and charges for standard types of refuse services as follows.
      (1)   Schedule of fees for residential and commercial customers, based on 30-gallon bags is as follows.

      (5)   Under these schedules, the city shall not collect ashes, sewage, animal excreta or carcasses, tree or shrub trimmings, materials resulting from the demolition, repair, alteration or erection of buildings or structures.
      (6)   The city shall have the right to deny standard refuse service to any person whose refuse requirements are sufficiently abnormal or different, in the opinion of the County Health Officer, as to justify special handling, in which case a special charge will be made. This shall include those buildings or dwellings not readily accessible to refuse collectors, or in case where refuse is not found in suitable containers.
      (7)   All refuse must be placed at curbside or at the proper pick-up location by 7:00 a.m. on the scheduled date of pick-up.
      (8)   The city shall provide bulky item removal to all residential customers on the last Thursday of every month, unless a new collection date has been rescheduled by an authorized officer. Each residential customer will be allowed to dispose of two bulky items per month. Customers in excess of the two item limit will be charged $25 per item. Customers must call the city business office at least two days in advance to schedule a pick-up. Bulky item(s) must be placed at the curb for collection by 7:00 a.m. on the scheduled date of pick-up. Bulky items include refrigerators, e-waste (includes televisions, computer monitors, laptops, tablets, and/or anything with a screen measuring more than four inches diagonally), washing machines, clothes dryers, dishwashers, ovens, stoves, microwave ovens, and other appliances; televisions, home computers, air conditioners, bicycles, furniture, and other items not included above that are too large or too heavy to be placed inside a trash bag.
   (b)   The City Council shall have the right to revise the rates above and so adjust them that costs will be distributed as equitable as possible among all citizens of the city on the basis of benefits received. At no time however, shall rates be continued which are disclosed to be producing less revenue than is required to meet all obligations and costs involved in rendering refuse service to the public.
