The System Manager or his or her designee and other officers who may be designated from time to time by the City Council may, in its discretion, enter upon private property which is served by the sanitary system of the city and, at reasonable times and upon reasonable notice to such property owners that such entry is to be made, and in a reasonable manner, physically inspect such property and conduct tests, including, but not limited to, smoke and dye tests for the purpose of enforcing and carrying out the prohibitions and requirements specified in this article.
