(a) Schedule 1 (effective 45 days from passage).
(1) Applicability. Applicable to all residential, commercial and industrial users in the entire area served.
(2) Availability of service. Available for water service.

(5) Security deposit. An initial security deposit for new service will be required equal to one-twelfth of the annual estimated charge for residential service (based on 4,000 gallons or $35.70) or one-sixth of the annual estimated charge for all other service.
(6) Delayed payment penalty. A 10% penalty shall be added to all charges not paid within 20 days from the date of the billing. This delayed payment penalty is not interest and is to only be collected once for each bill where it is applicable.
(7) Connection charge. Charge of $300 or actual cost of installation, including materials and labor, whichever is greater.
(8) Reconnection charge. Charge of $25.
(9) Returned check charge. A service charge equal to the actual bank fee assessed to the city or a maximum of $25 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds.
(10) Leak adjustment. Charge of $4 per 1,000 gallons is to be used when a bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above the customer’s historical average usage.
(b) Schedule 2 (effective upon substantial completion of water improvement project).
(1) Applicability. Applicable to all residential, commercial and industrial users in the entire area served.
(2) Availability of service. Available for water service.
