§ 905.11 NAMING OF STREETS AND NUMBERING OF HOUSES.
   (a)    The Mayor and Council are to see that all streets, drives, lanes, and the like within the corporate limits have been named and that appropriate designation or sign has been erected. The Mayor and Council shall approve the names of all new streets, drives, lanes, and the like and, if they deem necessary and appropriate, may by resolution change the name of any existing street, drive, lane, and the like.
   (b)    All houses and places of business shall be numbered by the owners thereof, or by the persons residing therein, with numbers clearly legible from the street to be assigned each of the places by a committee duly appointed by the Council for the purpose of facilitating the delivery of mail and parcel post to such places.
   (c)    The owners of homes and places of business hereafter erected shall apply to the Council and shall receive from the Council the number assigned to such location, and shall affix the numbers to such places.
   (d)   All houses, residences, and buildings fronting any public street or alley in the city shall be numbered in accordance with Tucker County 9-1-1 Addressing and Mapping and U.S. postal requirements.
   (e)   Residential building numbers shall be posted as follows:
      (1)   Numbers posted shall be a minimum of four inches high and two inches wide;
      (2)   Numbers shall be easily discernible type (Arabic numerals - Block);
      (3)   The color of posted building numbers shall contrast with the surrounding surface so as to be readily identifiable;
      (4)   Numbers assigned to any residential structure shall be located either near a buildings main entrance, above the garage door, or on a surface that is easily visible from the street of address;
      (5)   If a buildings front is greater than 50 feet from the assigned thoroughfare, numbers shall be posted at the entrance road or driveway to the building. In addition to the number being affixed to the building, numbers shall meet minimum size requirements at all locations; and
      (6)   If a buildings front is not readily visible or accessible, regardless of the distance from the assigned thoroughfare, numbers shall be posted at the driveway to the building, in addition to being affixed to the building. Numbers shall meet minimum size requirements at all locations.
   (f)   Commercial building numbers shall be posted as follows:
      (1)   Numbers posted shall be a minimum of four inches high and two inches wide;
      (2)   Numbers shall be easily discernible type (Arabic numerals - Block);
      (3)   The color of posted building numbers shall contrast with the surrounding surface during the day and be illuminated or reflective during the night as to be readily identifiable;
      (4)   Numbers assigned to any commercial structure shall be located either near a buildings main entrance, above the garage door, or on a surface that is easily visible from the street of address;
      (5)   If a buildings front is greater than 50 feet from the assigned thoroughfare, numbers shall be posted at the entrance road or driveway to the building, in addition to the number being affixed to the building. Numbers shall meet minimum size requirements at all locations; and
      (6)   If a buildings front is not readily visible or accessible, regardless of the distance from the assigned thoroughfare, numbers shall be posted at the driveway to the building, in addition to being affixed to the building. Numbers shall meet minimum size requirements at all locations.
   (g)   The responsibility for the displaying of the assigned number for each existing house, residence, and building within the city, as of the effective date of this article, shall rest with the property owner, trustee, lessee, agent, or occupant of each house, residence, or building.
   (h)   Alpha-numeric character combination building numbers are not permitted in accordance with U.S. postal requirements and each structure shall display numbers in a numeric format only (Ex. “76” not “Seventy-Six”)
   (i)   No person shall block, alter, or in any way disrupt public safety vehicle access within the city.
   (j)   Any person, entity, or business that shall fail to comply with any provisions of this article, or who shall number or attempt to number any structure other than in conformity with this article, or who shall fail to change his or her number, if wrong, within 60 days of the effective date of this article and within 30 days after being notified in writing by the city, shall be deemed guilty of a misdemeanor and subjected to a fine of not less than $25 or more than $100.
   (k)   Any person found guilty of this offense and who fails to comply with the requirements of this ordinance within 60 days of the date of conviction, shall be guilty of a misdemeanor and be subject to a fine of not less than $250 or more than $500.
