Any person owning, occupying, or in charge of any property in the city who is required or holds a city permit to construct, maintain, alter, or repair any sidewalk on or adjacent to such property or to construct, maintain, alter, or repair a private driveway extending from a street onto such property shall, in the performance of such work comply with all applicable standards and specifications of the city regarding such work.
