(a) Fire protection service shall be continued, maintained, and improved by the city, in part, at the charge and expense of the owners of buildings and structures of every kind within the corporate limits of the city, which is also within the Fire Service District (First Due Area) of the City Volunteer Fire Department as designated by the State Fire Commission and State Fire Marshal. Owners are declared to be users and beneficiaries of fire services as contemplated by W. Va. Code 8-13-13. Fire services shall be provided by the Parsons Volunteer Fire Department as hereinafter defined within the geographic area established by the State Fire Commission as the first due area of the City Volunteer Fire Department.
(b) The charges and expenses with respect to each of such users as set out in this article shall be based and imposed, in part, by the classification of the structure(s).
