§ 705.04 APPLICATION FOR BUSINESS REGISTRATION CERTIFICATE; ISSUANCE OF BUSINESS CERTIFICATE; EFFECT OF BUSINESS REGISTRATION CERTIFICATE.
   (a)   Any person making and filing the proper application for a business registration certificate on farms to be prescribed and furnished by the City Collector-Treasurer on tendering the business registration certificate tax for each business certificate requested shall be provided a certificate if the City Collector-Treasurer determines to his or her satisfaction that all of the conditions precedent to the granting of such certificate have been fulfilled by the applicant before issuing the certificate of registration; provided, however, that the City Collector-Treasurer shall not issue any certificate of registration unless and until the City Collector-Treasurer is satisfied that the person or company applying for said certificate of registration has a valid and subsisting state certificate of registration.
   (b)   Nothing in this article, in any payment or issuance of any certificate under the provisions hereof, shall be deemed to legalize any act which otherwise may be in violation of law, or to exempt any person from any penalty prescribed from such violation.
