§ 32.39  FIRE BOARD MEETINGS, VOTING AND COMPENSATION.
   (A)   The Fire Board shall meet 12 times per year, one meeting per month on a regular basis. Special meetings may be held as needed. Regular meetings will be announced and advertised annually in a newspaper of general circulation and special meetings will be advertised as required and posted per the State Open Meetings Act, Public Act 267 of 1976, being M.C.L.A. §§ 15.261 through 15.275.
   (B)   The Fire Board shall operate under its established rules of procedure and keep a record of its proceedings. A majority of the members constitutes a quorum for the transaction of business.
   (C)   All meetings will be open to the public as required by the Open Meetings Act, Public Act 267 of 1976, being M.C.L.A. §§ 15.261 through 15.275. The public will have reasonable opportunity to be heard. They will be expected to identify themselves and be recognized by the Chairperson. All out of order persons shall be removed for breach of the peace, and the meeting adjourned until order is established.
   (D)   The governing boards of the townships and the village shall hold two joint meetings per year. Meetings will be held at the fire station and responsibility will be rotated for holding the meetings and keeping minutes of each.
   (E)   Voting on capital outlay and financial spending of the Department requires approval of all three entities after recommendation from the joint Fire Board on the expenditures.
   (F)   All matters of policy must be approved by two-thirds majority vote of the Fire Board members. Motions will be restated by the Chairperson before a vote is taken and the maker and supporter of a motion shall be recorded. Voting will be by voice in yeas or nays and will be recorded by the Secretary.
   (G)   The Chairperson may vote on motions by choice and shall vote to break a tie or in the event of no quorum.
   (H)   No member of the Fire Board shall make decisions on policy or non-emergency expenditures without calling a special meeting of the Fire Board.
   (I)   Compensation to Fire Board members for meetings attended shall be the responsibility of each individual unit of government at a rate set by the appointing Board.
