(A) None of the terms or prohibitions hereof shall apply to or be enforced against the operation of any vehicle of the township while engaged upon necessary business.
(B) Excavation or repairs of bridges, streets, highways or water mains by or on behalf of the township or the state during the night when the public welfare and convenience renders it impossible to perform such work during the day.
