Any person violating any of the provisions of this chapter regulating the licensing or the operation of junk yards or failing to comply with its requirements, shall upon conviction be punished by a fine not exceeding $100 or by imprisonment for not more than 90 days in the county jail, or both, at the discretion of the court.
