Any party desiring water service connection with the water system of this city for premises not heretofore connected shall make application or cause application to be made therefor on a form provided by the city and file the same with the City Clerk, accompanied by a fee. The fee for every connection shall be established by the Council and listed in the Fee Schedule, Chapter 36 of this code.
