The decision to proceed against an accused violator on the basis of an administrative penalty as opposed to a misdemeanor or petty misdemeanor violation in the District Court shall rest with the City Administrator. The City Administrator will, as part of his or her reporting requirement, report to the City Council of violations pending and the results of those hearings which have been concluded.
