§ 35.04  CONTRACTS FROM $2,500 TO $25,000.
   Contracts, as that term is defined in M.S. § 471.345, Subd. 2, as it may be amended from time to time, in amounts estimated to exceed $2,500 but not exceed $25,000 shall be approved by the City Council.  The chief purchasing agent shall provide recommendations to the City Council based on a manner of purchasing deemed most favorable to the interests of the city.  The purchase or contract may be made upon quotation or in the open market, in the discretion of the City Council. If the contract or purchase is made upon quotation it shall be based, so far as practicable, on at least 2 quotations which shall be kept on file for a period of at least 1 year after their receipt. Alternatively, the City Council may award a contract for construction, alteration, repair or maintenance work to the vendor or contractor offering the best value under a request for proposals described in M.S. §§ 16C.28, Subd. 1(a)(2), and 16C.28, Subd. 1(c), as the same shall be amended from time to time.
