§ 151.191  STREET BANNERS.
   (A)   It shall be unlawful for any person to place any sign or banner or other obstruction across or over any street or alley except Main Avenue, Highway 71 and Highway 34.
   (B)   For banners placed upon or over Main Avenue, Highway 71 or Highway 34 a banner permit must first be obtained from the Administrator.  Proof of insurance shall be submitted with all permit applications, as well as a permit from the State of Minnesota for the state highways.
   (C)   Such permit shall be granted upon Council approval provided a security deposit is paid by the applicant in a sum established by the Council.
   (D)   Any permit granted pursuant to this section shall not exceed 30 days.
