No sign shall be erected, reconstructed, or moved in the city without first securing a permit from the city and payment of fees as described in this chapter, unless no permit is required pursuant to § 151.178. The content of the message or speech displayed on the sign shall not be reviewed or considered in determining whether to approve or deny a sign permit. Application for a sign permit shall be on forms furnished by the Administrator.
