Each operator applying for a taxicab license shall, before being issued a license, pay to the city a license fee. The fee for every license shall be established by the Council and listed in the Fee Schedule, Chapter 36, of this code. If the license is denied for any reason, the aforesaid fee or fees shall forthwith be returned to the applicant.
