Application for a plumber's permit shall be made to the City Clerk, accompanied by a fee as determined by the City Council. The City Council reserves the right to revoke any plumber's permit in case of violation of any rules and regulations set forth or which may be made to govern the management of the city water or sewer systems or for incompetence or neglect. The permit shall be renewed each and every year before January 1.
