§ 114.99  PENALTY.
   Any person who violates any provision of this chapter shall be guilty of a misdemeanor.  Each day a violation exists shall constitute a separate violation for the purposes of this chapter.  The city reserves the right to use its administrative penalties ordinance in lieu of criminal penalties.
