If the notice described in § 92.08 is not complied with by the responsible person or persons within the time prescribed, the defendant either may be prosecuted for the violation of this chapter or the City Council may authorize the City Attorney to institute appropriate civil action against the responsible person or persons for abatement of the public nuisance.
