If the city has in existence on the effective date of this chapter a municipal liquor store for the sale of intoxicating liquor, the store is continued. Except as provided in § 91.085, no intoxicating liquor may be sold at retail elsewhere in the city, except as may be licensed for small brewers and brewer taprooms.
